WHO IS ELIGIBLE: Basic Enterprises* that are restructuring due to the incorporation of existing technology, new technology, product diversification, or new production activities. Minimum training requirement of five existing employees. COVERED EXPENSES: We pay negotiated costs for instructors' salaries; travel, meals and lodging; video tape development; training manuals, textbooks; supplies and materials; minor equipment; certain utility costs; temporary training facilities; and curriculum planning and development; however, requires matching funds from your company. INSTRUCTOR SELECTION: Instructors may come from your supervisory staff, community colleges, vocational-technical schools, consultants, vendors, etc. If desired, we can assist in locating qualified instructors. TRAINING FACILITIES: State universities, vocational-technical schools, community colleges, temporary rental facilities, or at your facility. State Of Kansas Investments In Lifelong Learning (SKILL) DESIGNED FOR: New and expanding businesses, or consortiums of businesses, that are creating a large number of new jobs and/or new jobs paying above average wages. Customized to your company's needs. TYPE OF TRAINING: Pre-Employment Training: Prospective employees usually attend classes on their own time, without pay, while gaining detailed knowledge of specific skills necessary for job entry. Allows company and potential employee to evaluate one another before making commitment. On-the-Job-Training: Employees on the payroll receive instruction on the company's equipment in a classroom or on the work floor. Each program is customized to match your company's specific need. Pre-Employment and On-the-Job Training may be combined. Also, up to 50% of funds may be used to lease or purchase training equipment for local educational institutions. Up to 10% of funds may be used to cover the administrative costs of the school. TRAINING FACILITIES: State universities, vocational-technical schools, community colleges, temporary rental facilities, or at your facility. HOW TO APPLY: You and a Kansas public educational institution (area vo-tech school, community college, regents institution, municipal university) jointly submit a training proposal to KDOC&H. We recommend a funding amount based on the level of training required, the overall efficiency of the project, the quality of jobs created, etc. The recommendation is passed to the Governor's Council on Work Force Training, which must approve all SKILL projects. COMMENTS: May be used in conjunction with KIT and KIR programs. SKILL is funded through tax-exempt, public purpose bonds issued by the Kansas Development Finance Authority. Bonds are retired through the revenue received from the deferment of up to 1% of statewide withholding taxes. Individual project funding is limited to 90% of the withholding taxes collected from your newly created jobs over 10 years. PAYBACK PROVISIONS: If withholding taxes fail to match projections (for example, insufficient new jobs created), your company may be required to repay some of the funding. If your company leaves Kansas before the bonds are retired, the full cost must be repaid, less withholding taxes already collected. Substantial leniency is given, with repayment required only as a last resort. *basic enterprises include manufacturing, distribution, regional or national service facilities, and other business primarily engaged in the development of goals or the provision of services for out-of-state sale.
Kansas Job Training Partnership Act (JTPA) An additional $16.4 million in federal JTPA workforce training funding is administered by the Kansas Department of Human Resources. The Kansas JTPA serves economically disadvantaged workers, dislocated workers, and individuals facing severe barriers to employment. Local Private Industry Councils (PIC) certify the eligibility of potential trainees, but your company retains full control over the interviewing and hiring process. JTPA funds may be used to pay for skill training in the classroom or work place. This program may be used to reimburse you up to 50% of the employee's wages during training. JTPA may be used in combination with KIT and SKILL programs.
Fort Scott Community College Industrial training and supervision management is a joint venture of the college and business/industry with "on-the-job" training programs.
